“Ars Administrandi” (“The Art of Governance”) is a peer-reviewed scientific journal, published by Perm State University since 2009. Since 2026, the journal has been issued by the Minor Academy of Public Administration of Perm Krai, and from 2009 to 2025, by the Department of State and Municipal Governance.
The journal is the joint product of a professional editorial team and numerous authors who are committed to the idea of creating a space for discussion, interaction and exchange of experience for professionals having both theoretical and practical experience in state and municipal governance.
The journal’s publication include original research articles on fundamental and applied issues in state and municipal management, economics and political science.
The journal’s target audience comprise both academics and practitioners, such as deputies of all levels, state bodies and municipal civil servants, heads of local administrations, representatives of business and non-governmental organizations, lecturers and students, as well as those interested in the issues of governance at the state and municipal levels in Russia and abroad.
